Pre-Proposal Submission Form

The FY26 Pre-Proposal Submission Portal is open. You may start and return to your pre-proposal submission as needed you just need your project title and basic project details to initiate the form. Make sure to use the following applicable forms and templates for uploading into your Pre-Proposal Submission Form.

Upload Forms & Templates into the Online Pre-Proposal Submission Form (all categories)

• Current and Pending Support Form (preferred, but other USDA versions are accepted)
• Project Pre-Proposal Materials Template (for Project Summary & Project Description)
• Budget Justification Template – Single PI* 
• Budget Justification Template – Multi-PI* (if more than 2 PIs, contact NFO for template)
• Sponsored Programs Office Cover Page (only if required by your institution)

Special Category Forms**

The following forms are required for applicable projects in Category 1 and 2, please include in your submission. Download as a Word doc, right click the link and choose "save link as..."

   Special Category 1 (Commodity and VDHR CP) Forms

   Special Category 2 (IM-CP) Forms

• IM-CP Trials Summary Form
