General instructions for the pre-proposal requirements and supporting documentation for upload are outlined in the USWBSI RFP Category 3 Instructions (PDF). It is important that all pre-proposals conform to the instructions provided in the FY26 RFP. PIs are encouraged to review the instructions before starting the submission process.

Use the FY26 Pre-Proposal Submission Portal to start and submit your pre-proposal. You may start and return to your pre-proposal submission as needed. You only need your project title and basic project details to initiate the form. Make sure to use the applicable forms and templates for uploading into your Pre-Proposal Submission Form. |
