Pre-Proposals (RFP)

The USWBSI has changed the annual research plan and budget process for FY10, including major changes to the Request for Pre-Proposal (RFP). The expectation is that these changes will lead to greater collaboration and communication, and more rapid attainment of the Initiative’s primary goal.

How to Get Started?

STEP 1: Download and read through carefully the "QuickStart/Executive Summary, Preface and Introduction" and the "FY10 Program Descriptions and Research Priorities" before proceeding to Step 2.
STEP 2: Decide whether your proposed research falls into:
  • Category 1:  Proposed Research Projects submitted to a Coordinated Project
  • Category 2:  If proposed research does not fit under Category 1, may be submitted as Individual Pre-Proposal.  (NOTE:  The USWBSI is not soliciting individual pre-proposals until FY11 for the following research areas:  MGMT, FSTU, GDER or PBG)
STEP 3: Download the appropriate category's instructions and forms (separate download).  You may download the entire document, but it is long and contains information that you do not need if you are proposing research to only one category.

NOTE: No matter what the focus of your proposed research, it should address the FY10 Research Priorities/Objectives which are derived from the goals of the Action Plan. Principal Investigators (PIs) should study the information contained in the RFP carefully prior to completing their proposed research projects/pre-proposals.

PIs are welcome and encouraged to interact with any of the Coordinated Project/Research Area Contacts, or the USWBSI's Networking & Facilitation Office (NFO), to identify the appropriate area for their proposed work.

Submission of Pre-Proposals via the Electronic
Pre-Proposal Submission (EPS) System

The instructions for completing pre-proposals for electronic submission are included in the FY10 RFP Application Kit.  An overview of the submission process for each RFP category is summarized in the table below:

NOTE:  You should not complete this step until after the CPC has responded to your Letter of Intent.

The electronic submission of pre-proopsals begins with the ‘Pre-Registration Process’ that requires the completion of two web-based forms.  Information from these two form will be used to setup Pre-proposal and PI-based accounts. Pre-registration begins on Tuesday, June 30, 2009. PIs must complete the ‘Pre-Registration Process’ no later than August 31, 2009.  The Electronic Pre-Proposal Submission (EPS) system will open on August 17th.  Information needed for accessing the EPS System will be distributed to PIs within 48 business hours after completing the ‘Pre-Registration Process' (i.e. both forms).  The USWBSI does not require signatures by the Authorized Organizational Representatives (AORs) on pre-proposals, so only PIs and Co-PIs (for Individual Pre-Proposals) will be granted access to the EPS system.

IMPORTANT DATES AND DEADLINES:

June 30th: Pre-Registration Process begins.
July 31st: Deadline for submission of Letter of Intent - Commodity-based and VDHR Regional Coordinated Projects.
August 17th: EPS System opens for submission of FY10 Pre-Proposals.
CP Committees respond to PIs regarding submitted LOIs (this date will vary depending on CP).
August 31st: Pre-Registration Process ends.
September 17th: PIs submit e-version of Proposed Research Projects to CP Chairs (and NFO).
September 22nd: Deadline for receipt of FY10 Individual Pre-Proposals by NFO.
PIs cooperating with CP upload CV/Pubs List and CPS form.
October 12th: CP Chairs receive signed, paper version of Proposed Research Projects and if applicable, modified e-version (Cc to NFO).
October 19th: NFO receives final CP Pre-Proposals.
