FY09 Request for Project Pre-Proposal (RFP)

The USWBSI has changed the annual research plan and budget process for FY09, including major changes to the Request for Pre-Proposal (RFP) process.  The expectation is that these changes will lead to greater collaboration and communication, and more rapid attainment of the Initiative’s primary goal.

How to Get Started?

STEP 1:Download the "QuickStart/Executive Summary, Preface and Introduction" and the "RA Program Desciptions and Research Priorities" and read carefully before proceeding to Step 2.
STEP 2:Decide whether your proposed research falls into:
  • Category 1:  MGMT Coordinated Projects - Uniform Fungicide/Biocontrol Trials and Integrated Management Studies; or
  • Category 2:  Individual Research Areas (MGMT, FSTU, GDER and PBG)
STEP 3:Download the appropriate category's instructions and forms (separate download).  You may download the entire document, but it is long and contains information that you do not need if you are submitting a pre-proposal in only one category.

NOTE:  No matter what the focus of your proposed research, it should address the FY09 Research Priorities which are derived from the goals of the Action Plan.  Principal Investigators (PIs) should study the information contained in the RFP carefully prior to completing their pre-proposals.

PIs are welcome and encouraged to interact with any of the Coordinated Project/Research Area Contacts, or the USWBSI's Networking & Facilitation Office (NFO), to identify the appropriate area for their proposed work.

Online Submission of FY09 Pre-Proposals using
the Electronic Pre-Proposal Submission (EPS) System

The USWBSI has moved to a Web-based pre-proposal submission process.  The instructions for completing pre-proposals for electronic submission are included in the FY09 RFP Application Kit, and are almost the same as if submitting a paper copy. The two main differences are that PIs must pre-register their pre-proposal(s), and that the final submission of pre-proposals will be done electronically rather than mailing a paper copy.   An overview of the process for submitting pre-proposals for each RFP category is summarized in the table below:

Pre-registration begins with the Call for Pre-Proposals (7/1/08).  PIs must complete the ‘Pre-Registration’ no later than August 29, 2008.  Information from this form will be used to setup PI-based accounts.  The Electronic Pre-Proposal Submission (EPS) system will open on August 1st.  Information needed for accessing the EPS System will be distributed to PIs within 48 business hours after submitting the completed ‘Pre-Registration Form'.  The USWBSI does not require signatures by the Authorized Organizational Representatives (AORs) on pre-proposals, so only PIs and Co-PIs will be granted access to the EPS system.

IMPORTANT DATES:

July 2nd:Pre-Registration of FY09 Pre-Proposals begins.
August 1st: Deadline for submission of Letter of Intent - MGMT Coordinated Projects (CP)
August 12th: EPS System opens for submission of FY09 Pre-Proposals.
August 29th: Pre-Registration of FY09 Pre-Proposals ends.
September 23rd: Deadline for receipt of FY09 Pre-Proposals by NFO.
