FY08 Request for Project Pre-Proposal (RFP)

The USWBSI’s Action Plan has led to a restructuring of the Initiative’s areas of research, as well as significant changes to the Request for Pre-Proposal Process. The expectation is that these changes will lead to greater collaboration and communication, and more rapid attainment of the Initiative’s primary goal.

FY08 Research AreasFY08 Pre-Proposal Categories
  1. Coordinated Projects (CP) for: Barley, Hard Winter Wheat, and VDHR Regional Uniform Nurseries;
  2. Individual Research Area Project Pre-Proposals: FSTU, GDER and PBG; and
  3. FHB Management Project Pre-Proposals: Submitted electronically via the Electronic Pre-Proposal Submission (EPS) System


How to Get Started?

STEP 1:Download the "Preface and Introduction" and the "RA Program Desciptions and Research Priorities" and read carefully before proceeding to Step 2.
STEP 2:Decide whether your proposed research falls into:
  • Category 1:  Coordinated Projects - Barley, Hard Winter Wheat, and VDHR Regional Uniform Nurseries
  • Category 2:  Individual Research Areas (FSTU, GDER or PBG)
  • Category 3:  FHB Management - Electronic Pre-Proposal Submission (EPS)
STEP 3:Download the appropriate category's instructions and forms.  You may download the entire document, but it is long and contains information that you do not need if you are submitting a pre-proposal in only one category.

NOTE:  No matter what the focus of your proposed research, it should address the FY08 Research Priorities which are derived from the goals of the Action Plan.  Principal Investigators (PIs) should study the information contained in the RFP carefully prior to completing their pre-proposals.

PIs are welcome and encouraged to interact with any of the Coordinated Project/Research Area Contacts, or the USWBSI's Networking & Facilitation Office (NFO), to identify the appropriate area for their proposed work.

Online Submission of FHB Management (MGMT) Pre-Proposals using
the Electronic Pre-Proposal Submission (EPS) System

The USWBSI has redesigned its Web-based pre-proposal submission process, and will use the FHB Management (MGMT) research area as a test group.  The instructions for completing the electronic pre-proposal are included in the FY08 RFP Application Kit under "Section 3", and are almost the same as if submitting a paper copy. The two main differences are that PIs must pre-register their pre-proposal(s), and that the final submission of pre-proposals will be done electronically rather than mailing a paper copy.  The pre-proposal components are listed below:

The on-line submission process begins with the completion of a ‘Pre-Registration Form’.  Pre-registration begins with the Call for Pre-Proposals (7/2/07).  PIs should complete the ‘Pre-Registration’ no later than August 31, 2007, 5:00 PM (EDT).  Information from this form will be used to setup PI-based accounts.  The Electronic Pre-Proposal Submission (EPS) system will open on August 1st.  Information needed for accessing the EPS System will be distributed to PIs within 48 business hours of completing the ‘Pre-Registration Form’ (after August 1st).  The USWBSI does not require signatures by the Authorized Organizational Representatives (AORs) on pre-proposals, so only PIs will be granted access to the EPS system.

July 3:Pre-Registration of MGMT Pre-Proposals begins.
August 1st: Deadline for submission of Letter of Intent - Coordinated Projects (CP)
EPS System opens for submission of MGMT Pre-Proposals.
August 31st: Pre-Registration of MGMT Pre-Proposals ends.
September 18th: Deadline for receipt of Categories 2 and 3 Pre-Proposals.
October 16th: Deadline for receipt of Category 1 Pre-Proposals - Coordinated Projects
